Antonio Maggadino, dueño de una agencia de transportes de San Francisco, es un temido jefe de la mafia, en cuya órbita se mueven muchos hombres bajo sus "consejos". Entre ellos están Lucchese, dueño de una bolera, Garofalo, al frente de una lavandería y Dallamano, propietario de unos almacenes. Tras ellos se mueve el mundo del crimen organizado. Y más atrás aún, un oscuro personaje, Dieterle, sargento de policía, que colabora en secreto con la mafia. Garofalo en secreto ambiciona destronar a Maggadino y ocupar el puesto de Consejero...
